Cultural Evolution

Government commences more casually and more imperfectly.

See cultural evolution, but note that for most of its history the term has referred to any defined process of cultural change or progress, and not specifically to Darwinian evolution. We understand cultural evolution as a facet of Gene-Culture Coevolution, and largely agree with Richerson and Boyd in Not by Genes Alone.
